SOOW has an oil-resistant rubber jacket that stays flexible in cold and survives abuse, while SJTW uses cheaper thermoplastic that cracks over time. For occasional indoor/outdoor use like power tools or Christmas lights, SJTW is fine. For construction sites, garages, or cords that live outside, spend the extra on SOOW.
